Jezzerb. Caravans need 12v ,you plug in to 230v mains and this then charges the battery etc so yes you have effectively both at the same time. Not 100%sure re the panel but if you wire the panel to a solar controller then from that to te battery ,with a fuse in line then think you OK but others here will know better.
